REGULAR COUNCIL MEETING

February 14, 2011

 

The Mechanicsville City Council met in regular session on Monday, February 14, 2011 at City Hall.  Mayor Boyd A. Stine called the meeting to order at 7:00 p.m.  Council members present for roll call were Larry Beck, Calvin Paup, Deanna Cook, Carla Barnhart and Gene Brown.  Others present included Alan Zerbe, Lonni Koch, Doug Cook, Rob Davis, Rudy Huffman, Linda Beck, Dennis Coppess, and Bill Schulte, Cedar County Economic Development Co.

 

Receive visitors/public comment: 

Rudy Huffman requested that council take into consideration at a future meeting the possibility of implementing alternate side of the street parking to make it easier to plow snow and hopefully help eliminate the need to go around vehicles leaving the wind row of snow.

 

Rob Davis requested that a “pat on the back” be given to Butch and Tom for the good job they did opening the roads during the blizzard.

 

CONSENT AGENDA:  Larry Beck motioned, Carla Barnhart seconded to approve all items under the consent agenda including the agenda, finance reports, claims, and minutes from 1/17/11. Roll call vote: Ayes: Brown, Beck, Paup, Barnhart, and Cook. Nays: None. Motion carried.

REPORTS:

Administration Report:  Coppess requested council consider how to handle delinquent water bills when 2 or more houses are hooked to the same shut off at a future meeting.  The Census Data for 2010 was received and Mechanicsville’s population has decrease from 1173 to 1146.  A follow up request was received on the tree in the cemetery.  A vehicle on E First Street was towed, Friday is an ECICA meeting in Dubuque, and Coppess has received her designation as Iowa Certified Municipal Finance Officer from the Iowa Municipal Finance Officers Association, the Iowa League of Cities and the Iowa Municipal Clerks Institute.

 

Public Works Report: Zerbe reported more snow removal being done.  He proposed that a storage shed be built on the lot at the corner of Short Street and Monroe for seasonal items rather than building a new salt shed and rearrange so that salt would stay in current area.  Also will be requesting bids for new doors on shop and 2 door openers.  Rear tires were replaced on tractor using state bid and requested that $10,000 be included in next budget for 8 foot rear mount blower.

 

Police Report:  Police Chief Barber is out on medical leave.

 

Fire Report:  Lonni Koch reported a total of 4 calls which included 1/10 lift assist; 1/18 lift assist; 2/1 assist A-3 in getting to medical call in Jones County; 2/2 Cedar County request emergency shelter; fire volunteers are willing to assist with snow removal; explained intent to purchase new truck to Township Trustees at 2/8 meeting.

 

Request to purchase a tanker truck at a cost of $160,000-$250,000 by July 2013:  Discussion that fire department put together the specifications needed to have included in the truck and then request approval of those specs.  Upon approval then the council would put the final specifications out for sealed bid, budget the purchase, and determining whether funds will need to be borrowed and hold any required public hearings.  No action taken.

 

Koch announced that a grant was received from Monsanto Fund for $2500 on behalf of Teresa Weets being the Cedar County winner and naming the Mechanicsville Fire Department as the recipient.

 

Ambulance Report: Lonni Koch reported 29 calls with 25 medical; 1 trauma; 1 refusal and 2 cancelled, Area Ambulance was used on 3 calls; Lisbon Mt-Vernon 1 call; assisted A-5 on one call; and A-7 one time.    

 

A request to attend Code One Conference on March 11-12 at $155 each with 4 attending was approved with a motion by Deanna Cook, and seconded by Carla Barnhart.  Ayes all.  Nays: None.  Motion carried.

 

Larry Beck motioned, Calvin Paup seconded to approve new EMT’s Ryan Roth, Matt Moravek, and Tera Baker.  Ayes all.  Motion carried.

 

 

Old Business:

 

Update on Trees Forever meeting that was held January 18: A copy of the 2010 Management Plan that was prepared by Ray Lehn and Lisa Louck Bureau of Forestry, Iowa DNR was made available to all of the council members.  Mayor Stine and Gene Brown were in attendance at the 1/18 meeting.  There were 16 trees identified and recommended in the plan for removal.  It was noted that the city should review and verify that the trees were actually in the right of way and not on private property before taking any action on removing.

 

New Business:

 

Proposal for 346’ of 4 feet wide walkway/sidewalk with re-rod reinforcement:  Calvin Paup motioned, Deanna Cook seconded to approve the proposal submitted by Luke Oberbreckling in an amount not to exceed $8,228.00. Ayes all.  Motion carried.

 

Resolution 2011-7 approving supplemental pages for Code of Ordinances:  Larry Beck motioned, Carla Barnhart seconded to approve the resolution allowing for the insertion of the supplemental pages to the Code of Ordinances. .  Roll call vote:  Ayes:  Brown, Beck, Paup, Barnhart, and Cook.  Nays:  None.  Resolution adopted

 

Resolution 2011- 8 authorizing Mayor to sign Township Fire and Ambulance agreements:  Deanna Cook motioned, Larry Beck seconded to authorize the signing of the contracts.  Roll call vote:  Ayes:  Brown, Beck, Paup, Barnhart, and Cook.  Nays:  None.  Resolution adopted

 

Set date for public hearing on proposed 2012 budget:  Calvin Paup motioned, Larry Beck seconded to set the date for the public hearing on the 2012 budget and to change the date for next regular council meeting to be March 7, 2011.  Ayes all.  Council reviewed the positive and negative cash flows for each fund and requested clerk to prepare salary resolution for next meeting.

 

Amount of fluoride used in the water:  Carla Barnhart informed council she has received complaint about level being too high and is requesting that it be reduced to .7 parts/million gallon.  Fluoride is not a requirement to be put in the water.  The DNR recommends 1 – 1.4 parts/million.  Zerbe indicated that the city is scheduled for an inspection this week and he would ask if there has been a change in their recommendations.

 

Bill Schulte, Cedar County Economic Development,  arrived and provided a copy of the annual labor shed survey for Cedar County, information about the 2010 Census; and the potential for the roll back and what is being proposed at the state level on commercial property tax valuations and the impact it may have on the city budget at an estimated decrease of 8% for the next 5 years.

 

Request to approve disciplinary action report form: Government committee prepared a form for approval so that disciplinary action would be done consistently.  A lengthy discussion followed asking if the committee had already adopted it as a completed one was already used for the next topic on the agenda.  Deanna Cook motioned to add a blank space behind code and one behind policy so that the person completing the form would be required to specify what code or what policy had been violated by the employee.  Carla Barnhart seconded.  Further discussion stated that if it is a safety rule then the  specific safety rule needed to be identified, stick with the facts, can not be vague, and findings have to be validated.  Ayes all.  Motion carried.

 

Request to go into closed session to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session.  Calvin Paup motioned to table this until next meeting.  Larry Beck questioned the committee as to why this same issue was being brought up again, as it was addressed at the December meeting.  January it was further resolved on how to handle future disciplinary action.  Just because there was a change in committee appointments that does not permit anyone to go back and seek a different out come.  The focus needs to be on better communication and the positive things. The motion to table until next month was then seconded by Deanna Cook.  Ayes:  Brown, Paup, Barnhart, Cook.  Nays:  Beck. 

 

Request for group of individuals to be able to walk in the Memorial Building during business hours:  Calvin Paup motioned, Gene Brown seconded to allow a group of individuals (2 or more) to check out a key at no charge during winter business hours for the purpose of walking/exercise.   Ayes all.  Motion carried.
