SPECIAL COUNCIL MEETING
The
Mechanicsville City Council met in special session on
CONSENT AGENDA: Bryan Lovell motioned, Larry Beck
seconded to approve the agenda and minutes from
Discussion and possible action on
garbage truck proposals: Council reviewed quotations from
Mid Iowa Solid Waste Equipment for a Heil CP Python
20 cubic yard Refuse Packer with a 108” reach, continuous packing capability
that operates in gear at idle front mount tandem vane pump, tri-cuff grabber, 3rd
eye single camera with LCD Color monitor mounted on a 2009 International 7400
35,0000 GVWR, Maxx Force DT 260 HP, Allison 3500 RDS
6 speed transmission, right hand drive and air ride seat for a total price of
$176, 923 and an option of increasing it to a 22 cubic yard body for $875. The proposal
from Elliot Equipment Company was for a Labrie Automizer Right Hand 21 cubic yard Automated Refuse truck which
was also mounted on a 2009 International at a cost of $178,863. The costs of the containers were compared at
$19,477 and $23,400 respectively with the understanding that this will vary
based on what sized residents select. Council discussed whether or not the old
truck should be kept rather than traded in. It could be used for sticks and for
dumpster pick up assuming the large holes could be patched without too much
expense, however, the current pricing on dumpsters will need to be reviewed in
order to cover the cost of operating that truck. The other option would be to
remove the packer and then possibly sell the truck. Jeff Christianson made a motion, Bryan Lovell
seconded, to accept the proposal from Mid-Iowa Solid Waste Equipment Co. and proceed
with purchasing the Heil CP Python Refuse Packer
($180,923) and containers ($19,477) at a total cost not to exceed $200,400.

carried.
Council
also discussed offering 3 sizes of containers and establishing a rate for each.
It was suggested that the small (35
gallon) would remain at the current rate $8.75/month and the larger sized
containers would be slightly higher in order to encourage more recycling and to
cover the landfill fees. Barnhart and
Brown are on the committee to research a revised fee schedule based on the
amount of garbage each resident/business is disposing of.
