REGULAR COUNCIL MEETING

June 8, 2010

 

The Mechanicsville City Council met in regular session on Tuesday, June 8, 2010 at the City Hall.  Mayor Boyd A. Stine called the meeting to order at 7:00 p.m.  Council members present for roll call were Larry Beck, Carla Barnhart, Gene Brown, Calvin Paup, and Deanna Cook.  Others present included Jim Barber, Alan Zerbe, Kerri Poduska, Lonni Koch, Jane Pate, Dick Meyer, Margaret Glover, Pat Albaugh, Brett Wilde, Ron Wingert, and Rob Davis.

 

Receive visitors/public comment:  Jane Pate updated council on SRTS project, they are working on submitting plans to DOT for approval, have identified 11 temporary easements, and 3 right of way acquisition easements; an amendment to the contract to included ROW acquisition plats and procedures for acquiring property.

 

Dick Meyer, president of the senior dining stated that the Senior Dining group was willing to purchase a floor buffer and take care of waxing and buffing the upstairs floor of the Memorial Building twice a month and further volunteered to do any additional cleaning upstairs at no charge to the city. It was noted that the buffing and waxing of the floor is not part of the duties for the routine weekly cleaning done by the janitor.  Council accepted and extended appreciation to the senior dining group for their offer and directed Coppess to update janitor on the change in duties.

 

CONSENT AGENDA: Deanna Cook motioned, Carla Barnhart seconded to approve all items under the consent agenda including the agenda, finance reports, claims, and minutes from 5/10/10. Roll call vote: Ayes:  Beck, Brown, Barnhart, Cook and Paup. Nays: None. Motion carried.

Public Hearing: Motion by Larry Beck and second by Gene Brown to open the   Open public hearing on the recommendation from P&Z to amend ordinance to change zoning from M-1 to R-2. Ayes all.  Motion carried.  The meeting was opened.  City Clerk reported that there were no written comments received.  No verbal comments were made.  Larry Beck motioned, Gene Brown, seconded to close the public hearing.  Ayes all.  Motion carried and the hearing was closed.

 

REPORTS:

 

Ambulance Report: Ambulance Coordinator Karrie Poduska reported 17 medical calls, 5 traumas, 1 tier A-4; 2 for Stanwood, 2 for Clarence, 1 mutual aid with A-51, 2 mutual aid with R-57, 2 refusals, and 1 lifeguard. Ambulance department is looking for new volunteers to take EMT class, if they can get 8 or more students the class could be held in Mechanicsville.  Stacy Paidar and Tara Baker have expressed interest.

 

Fire Department Report:  Lonni Koch reported 8 calls for the Fire Department including mutual aid to Lisbon for elevator fire, smoke alarm, lightning strike on a porch, barn collapsing landing life guard, car accident, field fire, and a car accident.  The new door openers have been installed.  Fire Department and Lions club and working together to promote advertising of July 4th activities including some kick ball and volleyball at the park.

 

Police Report:  Police Chief Barber reported 1 accident, 5 agency assists, 1 animal case, 1 assault, 7 citizen assist, 5-911 calls, 2 thefts, 4 traffic stops with 1 citation and 3 warnings.  Four abatements filed, 1 bad check notice served, 1 illegal parking and 4 citations for annoyance dog barking, disorderly conduct, no drivers license, and failure to yield right of way.

 

Public Works Report: Zerbe reported providing information for the ISO inspection; replaced trimmer, fuel tank is being installed; and the volleyball net pole has been straightened.  He also indicated that there are 3 trees in the ROW that need to be removed and bids will be requested and the pickup is scheduled to have an oil change and inspection done.  Council inquired about schedule for painting the street lines.

 

Administration Report:  Coppess reported providing information to EMC Insurance for the workman’s compensation audit which was done on May 18, 2010, request from EMA for serial number information on all radios so that they can be updated and converted to P-25 standard with Phase 1 narrow banding, and Phase 2 digital; Trees Forever planted 22 tress for the residential planting project making a total of 400 tress added to the community since 1992; correspondence from IDED indicating we will not be funded for the housing rehabilitation grant.  It was motioned by Calvin Paup, seconded by Gene Brown, to approve applying for a Theisen’s Grant for park improvements.  Ayes all.  Motion carried.

 

Old Business:

Update on Memorial Building doors, structural support issue:  Allied Glass had been down to get more specific measurements and discovered that the cement blocks over head were not structurally supported in a manner that would allow for the installation of the aluminum and glass to be installed.  Allied Glass stated that option 2 on their proposal would still be an option, but would require a construction contractor to fill in the area and leave the rough opening as proposed.  Council reviewed original proposals again and the motion  was made by Larry Beck, and second by Gene Brown to contact New Creations to see if there bid was still good, and to proceed with there proposal.  Ayes all.  Motion carried. 

 

EMC Insurance survey of operations and safety risk management

Carla Barnhart followed up with the insurance company regarding the recommendations that were made by EMC for the safety risk management inspection and reported that the wooden ladder is gone; the propane storage tanks are removed from inside the building; the smoke alarm battery operated style is acceptable for now; and the alcohol in the fire station needed to be secured so that it was not accessible to the public.

 

New Business:

Ordinance 235 requiring a stop on Cottage Drive and Country View:

Motion was made by Larry Beck and seconded by Carla Barnhart to approve the first reading of ordinance 235 requiring stops on Cottage Drive and Country View.  Ayes all.  Motion carried. 

 

Motion was made by Larry Beck, Gene Brown seconded to waive the second and third readings of the ordinance.  Ayes all.  Motion carried.

 

Larry Beck motioned, Gene Brown seconded to adopt the Ordinance 235 requiring stops on Cottage Drive and Country View.  Roll Call vote: Ayes:  Gene Brown, Larry Beck, Calvin Paup, Carla Barnhart, and Deanna Cook.  Nays:  None.  Ordinance adopted.

 

Ordinance 236 allowing for changes on the official zoning map re-zoning Lots 1-5 of Block D and Lots 1-4 of Block E in the Iroquois Addition of the City of Mechanicsville, Iowa from Industrial M-1 to Mixed Residential (R-2):

Larry Beck motioned to approve the first reading of Ordinance 236 allowing for changes on the official zoning map.  Ayes all.  Motion carried.

 

Larry Beck motioned, Calvin Paup seconded to approve waiving the 2nd and third readings of the ordinance 236.  Ayes all.  Motion carried.

 

Larry Beck motioned, Gene Brown seconded to adopt Ordinance 236 allowing for changes on the official zoning map.  Roll call:  Ayes:  Gene Brown, Larry Beck, Calvin Paup, Carla Barnhart, and Deanna Cook.  Nays:  None.  Ordinance adopted.

 

Cigarette Permit for Casey’s General Store:  Gene Brown motioned, Carla Barnhart seconded to approve the permit.  Ayes all.  Motion carried.

 

Resolution expanding purpose of Fire Expendable Trust Fund to include receipts for donations and memorials:  Council reviewed original resolution establishing the Fire Expendable Trust Fund, along with the Donation Policy and other examples from other towns.  Larry Beck motioned, Gene Brown seconded to have clerk review the proposed resolution with the City Attorney prior to any action being taken on it.  Ayes all.  Motion carried.

 

Resolution amending the 09-10 budget for the Park within the Culture and Recreation function:  Calvin Paup motioned, Gene Brown seconded, to authorize the clerk to make a budget adjustment in the amount of $5,400 between the cemetery activity and the park activity. Roll call:  Ayes:  Gene Brown, Larry Beck, Calvin Paup, Carla Barnhart, and Deanna Cook.  Nays:  None.  Resolution adopted. 

 

Authorize the Mayor to sign the lease agreement with Ag Vantage FS Inc for the double wall 560 gallon fuel tank and pump at $20/yr and use of the keytrol at no additional charge:  Larry Beck motioned, Gene Brown seconded, to authorize the Mayor to sign the lease agreement with Ag Vantage for the fuel tank and pump.  Ayes all.  Motion carried.
